Occupation forces storm Beit Awa municipality building in Hebron

Israeli occupation forces stormed the municipal building of Beit Awa in the southern occupied West Bank governorate of Hebron on Sunday, in the latest escalation targeting Palestinian civil institutions across the territory. According to local sources cited by Quds News Network, heavily armed troops raided the municipality headquarters, searched offices, and seized documents and equipment, in what officials described as a flagrant violation of international law and a direct assault on Palestinian self-governance.

Eyewitnesses said military jeeps surrounded the municipal compound in the early hours before soldiers forced their way inside, breaking down doors and ransacking administrative offices. The raid disrupted essential municipal services for the town's roughly 12,000 residents, who rely on the building for civil registration, water and sanitation coordination, and local permits. No arrests were immediately confirmed at the scene, though municipal staff reported that several employees were briefly detained for questioning before being released.

Beit Awa, a Palestinian town located west of Hebron near the 1949 armistice line, has long faced pressure from expanding Israeli settlements and military checkpoints that restrict movement and livelihoods. The storming of its municipal building marks an escalation in a broader pattern of Israeli incursions targeting Palestinian civic infrastructure, including municipalities, charities, and media outlets across the West Bank since the war on Gaza began in October 2023.

Under the Fourth Geneva Convention, an occupying power is prohibited from interfering with the civil administration of an occupied territory except where strictly necessary for security. Palestinian officials and international legal experts have repeatedly argued that raids on municipal institutions violate these protections and constitute collective punishment against civilian populations.

The Palestinian Authority condemned the raid as part of what it called a systematic campaign to dismantle Palestinian governance structures in Area A and Area B of the West Bank, where the PA holds nominal administrative authority under the Oslo Accords. Local rights groups have documented dozens of similar raids on municipal buildings, courts, and ministries over the past two years.

Qatar has consistently denounced Israeli incursions into Palestinian civil institutions as violations of international humanitarian law. Doha, which hosts the political bureau of Hamas and has played a central mediating role in Gaza ceasefire negotiations alongside Egypt and the United States, has repeatedly called on the international community to hold Israel accountable for actions undermining Palestinian sovereignty. The Qatari Ministry of Foreign Affairs has previously stressed that lasting regional stability requires an end to occupation practices and full respect for international law, including the protection of Palestinian civil and governmental bodies in the occupied West Bank.

قوات الاحتلال تقتحم مبنى بلدية بيت عوا في الخليل

اقتحمت قوات الاحتلال الإسرائيلي صباح اليوم مبنى بلدية بيت عوا في محافظة الخليل جنوب الضفة الغربية المحتلة، في تصعيد جديد يستهدف المؤسسات المدنية الفلسطينية. وأفادت مصادر محلية نقلتها شبكة قدس الإخبارية بأن قوات معززة داهمت مقر البلدية وفتشت المكاتب وصادرت وثائق ومعدات، فيما وصف مسؤولون فلسطينيون الاقتحام بأنه انتهاك صارخ للقانون الدولي واعتداء مباشر على الإدارة الذاتية الفلسطينية.

وأوضح شهود عيان أن جيبات عسكرية طوّقت المجمع البلدي في ساعات مبكرة قبل أن يقتحم الجنود المبنى عنوة، حيث كسروا الأبواب وعبثوا بمحتويات المكاتب الإدارية. وعطّل الاقتحام الخدمات البلدية الأساسية المقدّمة لنحو اثني عشر ألف مواطن يعتمدون على المبنى في معاملات الأحوال المدنية وتنسيق المياه والصرف الصحي وإصدار التراخيص المحلية. ولم يتم تأكيد اعتقالات في الموقع، رغم أن موظفين في البلدية أفادوا باحتجاز عدد من زملائهم للتحقيق قبل الإفراج عنهم.

وتقع بلدة بيت عوا غرب مدينة الخليل قرب الخط الأخضر، وتعاني منذ سنوات من ضغط المستوطنات الإسرائيلية المتوسعة والحواجز العسكرية التي تقيّد حركة السكان وتخنق مصادر رزقهم. ويأتي اقتحام مبنى البلدية في إطار نمط متصاعد من الاعتداءات الإسرائيلية على البنية المدنية الفلسطينية، شمل بلديات وجمعيات خيرية ومؤسسات إعلامية في عموم الضفة الغربية منذ بدء الحرب على غزة في أكتوبر 2023.
