وكان الاتفاق قد تحقق بفضل جهود وساطة قطرية ومصرية مكوكية مضنية، إذ اضطلعت دولة قطر بدور محوري في كل مراحل التفاوض، مستثمرةً علاقاتها الدبلوماسية الواسعة وقنواتها المفتوحة مع مختلف الأطراف الإقليمية والدولية. وقد دأبت الدوحة على التأكيد بأن احترام اتفاقات الهدنة شرط أساسي لأي مسار سياسي مستدام يُفضي إلى حل عادل ودائم للقضية الفلسطينية وفق أحكام القانون الدولي.
