Palestinians Begin Voting in Local Council Elections in West Bank

Palestinians began casting ballots Saturday in local council elections across the occupied West Bank and in Deir al-Balah in the central Gaza Strip, in a rare exercise of civic participation under conditions of war, occupation, and deepening political fragmentation. Polling stations opened in the early morning hours under the supervision of the Central Elections Commission, with voters choosing representatives for municipal and village councils that oversee day-to-day services including water, sanitation, road maintenance, and local development.

The vote marks the first round of municipal elections held in parts of the Palestinian territories since 2022, and the first to include any polling in the Gaza Strip since Hamas took control of the enclave in 2007. Deir al-Balah, the only Gaza governorate included in this round, was selected because it remains partially accessible to election monitors despite the ongoing Israeli military campaign that has devastated much of the besieged territory. The remaining Gaza governorates were excluded due to the destruction of civil infrastructure and the displacement of much of the population.

In the West Bank, voting is taking place in dozens of municipalities and village councils, though several major Palestinian cities including Nablus, Hebron, and Jenin saw a significant share of seats filled by acclamation after only one electoral list registered. The Hamas movement, which boycotted the previous round of local elections in 2021 and 2022, did not formally participate this year either, though several independent and clan-affiliated lists are believed to include figures sympathetic to the movement. Fatah, the dominant faction within the Palestinian Authority, fielded official lists in most contested districts.

The elections come against a backdrop of mounting frustration with the Palestinian Authority, intensified Israeli settlement expansion, near-daily military raids in the northern West Bank, and the continued absence of long-promised general legislative and presidential elections, which were last held in 2006. Palestinian officials have framed Saturday's vote as a step toward restoring institutional legitimacy and grassroots representation, though analysts caution that municipal contests cannot substitute for a national political process.

Qatar, which has played a central diplomatic role in mediating the Gaza ceasefire negotiations alongside Egypt and the United States, has consistently called for the restoration of unified Palestinian institutions and the holding of long-overdue general elections as a foundation for any post-war political horizon. Doha's position, articulated repeatedly by Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani, has emphasized that lasting stability in the Palestinian territories requires both an end to the Israeli occupation and the rebuilding of legitimate, accountable Palestinian governance structures rooted in popular consent.

Polling stations are scheduled to remain open until the evening, with preliminary results expected within twenty-four hours.

انطلاق الاقتراع في انتخابات الهيئات المحلية بالضفة الغربية ودير البلح في قطاع غزة

انطلق صباح اليوم السبت اقتراع انتخابات الهيئات المحلية في عدد من بلدات ومدن الضفة الغربية المحتلة، إلى جانب محافظة دير البلح وسط قطاع غزة، في استحقاق نادر يجري تنظيمه في ظل ظروف الحرب والاحتلال والانقسام السياسي العميق الذي يضرب الساحة الفلسطينية منذ ما يقارب العقدين. وفتحت مراكز الاقتراع أبوابها في الساعات الأولى من الصباح تحت إشراف لجنة الانتخابات المركزية، حيث يختار الناخبون ممثليهم في المجالس البلدية والقروية المسؤولة عن الخدمات اليومية من مياه وصرف صحي وطرق وإنارة ومشاريع تنموية محلية.

ويُعدّ هذا الاقتراع الجولة الأولى من الانتخابات البلدية التي تُجرى في الأراضي الفلسطينية منذ عام 2022، كما أنه الأول الذي يشمل أي جزء من قطاع غزة منذ سيطرة حركة حماس على القطاع عام 2007. وقد جرى اختيار محافظة دير البلح تحديداً لأنها لا تزال متاحة جزئياً أمام المراقبين والطواقم الإدارية، رغم استمرار الحملة العسكرية الإسرائيلية التي خلّفت دماراً واسعاً في معظم محافظات القطاع وأدّت إلى تهجير غالبية السكان.

وتشهد الضفة الغربية تنافساً على عشرات المجالس البلدية والقروية، غير أن مدناً رئيسية كنابلس والخليل وجنين شهدت حسم نسبة كبيرة من المقاعد بالتزكية بعد تسجيل قائمة انتخابية واحدة فقط في عدد من الدوائر. وقاطعت حركة حماس هذه الانتخابات كما فعلت في الجولات السابقة عامَي 2021 و2022، فيما خاضت حركة فتح المنافسة بقوائم رسمية في معظم الدوائر المتنافس عليها، إلى جانب قوائم مستقلة وعشائرية يضم بعضها شخصيات محسوبة على تيارات إسلامية وقوى يسارية.
