Qatar's Emir Tamim Arrives in Jeddah for Gulf Consultative Summit

Qatar's Emir Sheikh Tamim bin Hamad Al Thani arrived in Jeddah on Monday to participate in the Gulf Consultative Summit, a high-level meeting bringing together the leaders of the Gulf Cooperation Council to coordinate positions on the region's most pressing political, economic and security challenges. The Emir was received at King Abdulaziz International Airport by senior Saudi officials, in keeping with the protocol extended to visiting heads of state attending GCC gatherings hosted by the kingdom.

The consultative summit, an informal but increasingly influential format within the Gulf bloc, allows the six member states — Saudi Arabia, the United Arab Emirates, Qatar, Kuwait, Bahrain and Oman — to discuss sensitive files away from the more structured agenda of the annual leaders' summit. This year's session is expected to focus on the war in Gaza, regional de-escalation efforts, energy markets, and the broader effort to insulate the Gulf from the spillover of conflicts in the Levant and the Red Sea.

Qatar enters the meeting from a position of diplomatic weight. Doha continues to play a central mediating role between Hamas and Israel, working alongside Egypt and the United States to negotiate ceasefire arrangements and the release of captives held in Gaza. Qatari officials have repeatedly stressed that any durable settlement must be anchored in international law, the protection of Palestinian civilians, and a credible political horizon leading to a Palestinian state.

The Emir's visit also reflects the steady consolidation of intra-Gulf relations following the 2021 Al-Ula declaration, which ended the three-and-a-half-year blockade imposed on Qatar. Since then, Doha and Riyadh have rebuilt a dense network of political, economic and security ties, with both capitals coordinating closely on Yemen, Sudan, Lebanon and the Iran file.

Energy is expected to feature prominently on the summit's sidelines. Qatar, the world's second-largest exporter of liquefied natural gas, is in the midst of a major expansion of its North Field project that will lift production capacity to 142 million tons per year by 2030. Saudi Arabia, meanwhile, continues to manage global oil markets through OPEC+ in coordination with other Gulf producers.

Qatari officials traveling with the Emir include the Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani, alongside senior advisers handling the Palestinian and regional security files. The delegation is expected to hold bilateral meetings with Saudi Crown Prince Mohammed bin Salman and other Gulf leaders on the margins of the summit before returning to Doha.
