Russian Foreign Minister Says US Recognises Israel's Golan Heights Claim

Russian Foreign Minister Sergei Lavrov accused the United States on Friday of endorsing Israeli territorial seizures that violate international law, saying Washington's recognition of Israeli sovereignty over the occupied Golan Heights sets a precedent that extends to Gaza and the West Bank.

Speaking at a press briefing, Lavrov said the American position on the Golan Heights — seized from Syria during the 1967 Arab-Israeli war and formally annexed by Israel in 1981 in a move never recognised by the United Nations Security Council — amounted to legitimising conquest by force, a principle explicitly prohibited under the UN Charter.

"The United States recognises Israel's annexation of the Golan Heights outside the framework of international law, and the same logic is now being applied to Gaza and the West Bank," Lavrov said, calling the situation a dangerous erosion of the post-World War Two international order.

The Golan Heights, a strategically elevated plateau overlooking northern Israel and southern Syria, was unilaterally annexed by Israel in 1981. The international community, including Russia and the Arab states, has long rejected that annexation. The Trump administration broke with decades of US policy in 2019 by recognising Israeli sovereignty over the territory, a position later maintained by subsequent administrations.

Lavrov's remarks come amid intensifying international scrutiny of Israeli military operations in Gaza, where more than 51,000 Palestinians have been killed since October 2023 according to Gaza health authorities, and in the occupied West Bank, where Israeli settlement expansion has accelerated sharply.

The statement resonates strongly across the Gulf, where Qatar has consistently led Arab diplomatic efforts to secure a ceasefire in Gaza and has hosted critical mediation talks between Hamas and Israeli negotiators. Doha has repeatedly warned that unilateral territorial changes pursued outside the framework of international law undermine any viable path to a two-state solution.

Qatar's Ministry of Foreign Affairs has called on the international community to uphold Security Council resolutions affirming the inadmissibility of the acquisition of territory by force — resolutions that directly pertain to both the Golan Heights and the Palestinian occupied territories.

The Gulf Cooperation Council has also previously issued statements rejecting any unilateral measures that prejudge the final status of Palestinian land, and Riyadh has made normalisation with Israel contingent on credible progress toward Palestinian statehood.

Lavrov's intervention adds a major-power diplomatic dimension to a debate that has grown increasingly urgent as Israeli military operations in Gaza continue and as international legal proceedings against Israel at the International Court of Justice advance. Moscow has positioned itself as a defender of the UN Charter's prohibition on territorial conquest, though critics note Russia's own actions in Ukraine have drawn identical accusations from Western governments.
