Syrian Officials Emphasize Importance of Iraqi Fuel in Reviving Syria's Energy Role

Syrian officials underscored on Saturday the strategic importance of Iraqi fuel shipments in restoring Syria's role as a regional energy hub, signaling a deepening of cross-border energy cooperation as Damascus works to rebuild infrastructure battered by more than a decade of conflict and Western sanctions. Speaking to Qatar News Agency, two senior Syrian officials emphasized that the resumption of Iraqi heavy fuel oil deliveries is central to reviving the country's power generation capacity and re-establishing Syria as a transit corridor for energy flows between the Gulf, the Levant, and the eastern Mediterranean.

The officials said Iraqi fuel imports have already begun easing chronic electricity shortages that have plagued Syrian cities for years, with power stations now able to operate at improved capacity after long periods of forced rationing. They described the arrangement as a foundation for broader regional integration, framing energy cooperation as a practical mechanism through which Arab states can support Syria's reconstruction without waiting for the full lifting of international sanctions. Syria's pre-war role as a regional transit state was eroded by the conflict that erupted in 2011, with pipelines damaged, refineries crippled, and trade routes severed. The country's return to the Arab League in 2023 and the subsequent political transition in late 2024 have accelerated efforts to restore those linkages. Iraqi fuel deliveries, conducted through both maritime and overland routes, are seen by Damascus as a tangible signal that regional reintegration is moving from rhetoric to operational reality.

The Qatar and Gulf angle looms large in the broader picture. Doha has consistently advocated for an Arab-led approach to Syria's reconstruction, emphasizing humanitarian imperatives and regional stability. Qatari diplomatic engagement with Damascus has expanded in recent months, with discussions touching on energy security, infrastructure financing, and humanitarian corridors. Gulf states more broadly view a stabilized Syrian energy sector as essential to containing displacement pressures, curbing illicit smuggling networks, and reopening commercial corridors that benefit the wider region.

Analysts note that the Iraqi-Syrian fuel arrangement complements parallel discussions on restoring electricity interconnections with Jordan and Lebanon, projects long stalled by sanctions concerns and technical disrepair. For Baghdad, the deliveries reinforce its emerging role as a regional energy supplier beyond crude exports. For Damascus, they offer a lifeline at a moment when reconstruction needs are estimated in the hundreds of billions of dollars.
