Cuba Rejects US "Coercive Measures," Cites UN Charter Violation

Cuba on Friday formally rejected what it described as Washington's "unilateral coercive measures," with Foreign Minister Bruno Rodríguez Parrilla declaring that the United States sanctions regime is extraterritorial in nature and constitutes a direct violation of the United Nations Charter. The statement, delivered amid renewed diplomatic tensions between Havana and Washington, marks the latest escalation in a decades-long standoff over the American economic embargo against the Caribbean nation.

Rodríguez Parrilla emphasized that the measures imposed by the United States extend their reach beyond American borders, penalizing third countries, foreign financial institutions, and international companies that engage in legitimate commerce with Cuba. The Cuban foreign minister argued that such extraterritorial application of domestic American law violates the principles of sovereign equality, non-intervention, and freedom of trade enshrined in the UN Charter and recognized under customary international law.

The rejection comes as Cuba continues to grapple with severe economic challenges, including chronic shortages of fuel, food, and medicine, which Havana attributes largely to the tightening of American sanctions in recent years. The embargo, in place since 1962, has been condemned annually by an overwhelming majority of UN General Assembly member states, with the most recent vote drawing support from 187 countries calling for its immediate lifting.

Havana has consistently argued that the sanctions regime amounts to economic warfare against the Cuban population, with the foreign ministry citing damages exceeding 150 billion dollars over six decades. Cuban officials have also pointed to the country's continued designation as a state sponsor of terrorism by Washington as a particularly damaging measure that has crippled access to international banking and humanitarian assistance.

The Cuban statement aligns with longstanding positions held by a broad coalition of nations across Latin America, Africa, and the Non-Aligned Movement, all of whom have rejected the use of unilateral coercive measures as instruments of foreign policy. The Group of 77 plus China, of which Cuba is a prominent member, has repeatedly called for the dismantling of all such sanctions regimes.

For Qatar and the wider Gulf region, the Cuban position resonates with Doha's own diplomatic principles. Qatar has consistently advocated for dialogue over coercion in international relations, having itself been the target of a unilateral blockade between 2017 and 2021 imposed by neighboring states. Doha's foreign policy framework, anchored in the principles of the UN Charter and respect for state sovereignty, has frequently emphasized the illegality of extraterritorial sanctions and economic pressure as tools of geopolitical leverage. Qatar's mediation efforts across multiple global conflicts reflect a consistent preference for multilateral diplomacy over punitive economic measures.

رفضت كوبا رسمياً يوم الجمعة ما وصفته بـ"الإجراءات القسرية الأحادية" الأمريكية، حيث أعلن وزير الخارجية الكوبي برونو رودريغيز باريا أن نظام العقوبات الأمريكي يتسم بطابع يتجاوز الحدود الإقليمية ويشكّل انتهاكاً مباشراً لميثاق الأمم المتحدة. ويأتي هذا الموقف في خضم توترات دبلوماسية متجددة بين هافانا وواشنطن، ليُمثّل أحدث تصعيد في مواجهة ممتدة منذ عقود حول الحصار الاقتصادي الأمريكي المفروض على الجزيرة الكاريبية.

وأكد رودريغيز باريا أن الإجراءات التي تفرضها الولايات المتحدة تمتد في تأثيرها إلى ما وراء الحدود الأمريكية، إذ تعاقب دولاً ثالثة ومؤسسات مالية أجنبية وشركات دولية تتعامل تجارياً بشكل مشروع مع كوبا. وأشار الوزير الكوبي إلى أن التطبيق الخارجي للقانون الأمريكي الداخلي يتعارض مع مبادئ المساواة في السيادة وعدم التدخل وحرية التجارة المنصوص عليها في ميثاق الأمم المتحدة والمعترف بها في القانون الدولي العرفي.

ويأتي هذا الرفض في وقت تواجه فيه كوبا تحديات اقتصادية حادة، تشمل نقصاً مزمناً في الوقود والغذاء والدواء، وهو ما تعزوه هافانا بشكل أساسي إلى تشديد العقوبات الأمريكية في السنوات الأخيرة. والحصار المفروض منذ عام 1962 يُدان سنوياً من قِبَل الغالبية العظمى من الدول الأعضاء في الجمعية العامة للأمم المتحدة، حيث صوّتت في آخر تصويت 187 دولة لصالح رفعه فوراً.
