Qatar's Minister Presents Disability Rights Reforms to UN Committee

Qatar's Minister of State for International Cooperation, HE Maryam bint Aboubakar Al Misnad, led the country's delegation in a dialogue with the United Nations Committee on the Rights of Persons with Disabilities, presenting Qatar's periodic report on implementation of the Convention on the Rights of Persons with Disabilities. Al Misnad told the committee that Qatar has undergone a philosophical shift in its approach to disability policy, moving away from a traditional welfare and care model toward a rights-based framework grounded in nondiscrimination, equality and the removal of barriers that hinder the full participation of persons with disabilities in society. The dialogue forms part of the UN review process under the Convention, which requires signatory states to periodically report on legislative, institutional and social measures taken to protect and advance the rights of persons with disabilities. Qatar ratified the Convention as part of a broader set of commitments to align its domestic legal and social frameworks with international human rights standards. The minister's presentation outlined steps taken to expand accessibility, reform disability-related legislation and strengthen inclusion in education, employment and public life. Qatar has increasingly framed disability rights as central to its human development agenda, citing initiatives launched around and after the 2022 FIFA World Cup, when the country invested heavily in accessible infrastructure across stadiums, transport and public spaces. Gulf states have faced growing scrutiny from international bodies over disability rights, and Qatar's engagement with the UN committee reflects an effort to position itself as a regional leader on the issue. The committee's review will culminate in concluding observations and recommendations for Qatar to further align its national policies with the Convention's standards.
