Doha has repeatedly warned that military conflict in the Gulf would threaten energy supplies, destabilize regional economies, and risk drawing multiple states into a wider conflagration.

Qatari officials have emphasized that diplomacy remains the only viable path to resolving concerns over Iran's nuclear program, a position echoed by several Gulf Cooperation Council members who have sought to balance security partnerships with Washington against the realities of geographic proximity to Iran.

Pape's analysis reinforces the argument advanced by Doha and other regional capitals that coercive approaches risk producing the very outcomes they seek to prevent, pushing Iran toward more aggressive postures rather than constraining its ambitions.
