GECF Chief: Qatar Sets Global Example in Responsible Energy Leadership

Dr. Philip Mshelbila, Secretary General of the Gas Exporting Countries Forum (GECF), praised Qatar's approach to energy leadership, stating that responsible stewardship of resources matters more than the scale of reserves a nation controls. "It's not about having power, it's how you use it," Mshelbila said, framing Qatar's energy policy as a model for producer nations navigating the twin pressures of global energy security and climate commitments. Qatar, one of the world's largest exporters of liquefied natural gas alongside the United States and Australia, has positioned natural gas as a transitional fuel that can meet rising global demand while reducing emissions relative to coal, which Mshelbila noted produces roughly 40 percent more carbon output when burned for power generation. The GECF, headquartered in Doha, represents the majority of the world's proven natural gas reserves and coordinates policy among producer states including Russia, Iran, Algeria, Nigeria and Venezuela. Qatar has hosted the forum's headquarters since 2009, reinforcing Doha's role as a hub for global gas diplomacy. The North Field, the offshore reservoir Qatar shares with Iran, remains the largest single natural gas field in the world, and Qatar's ongoing North Field East and North Field South expansion projects are set to lift the country's LNG production capacity from 77 million tonnes per year to 126 million tonnes by 2027. Mshelbila's comments come as Gulf producers face growing scrutiny over the pace of the global energy transition, with Qatari officials repeatedly arguing that gas, not an abrupt shift away from all hydrocarbons, offers the most realistic path to lowering emissions while maintaining energy access for developing economies.
