The Philippines declared a national energy emergency on Wednesday as fuel shortages linked to disruptions in Middle Eastern supply chains threatened to ground commercial aircraft and left international passengers stranded at Manila's Ninoy Aquino International Airport.

President Ferdinand Marcos Jr. signed an executive order invoking emergency powers to address what officials described as a critical shortfall in aviation fuel and petroleum products. The declaration grants the government authority to expedite fuel imports, tap strategic reserves, and streamline regulatory approvals to stabilize supply.

Long queues formed at the country's main international gateway as airlines warned of potential flight cancellations and delays. Several carriers reported difficulty securing adequate jet fuel allocations, raising the prospect of grounded flights across domestic and international routes. Airport authorities urged passengers to confirm their bookings before traveling to terminals.

The energy crisis stems from tightening global fuel markets exacerbated by the ongoing conflict in the Middle East, which has disrupted shipping lanes and complicated petroleum trade flows through the region. The Philippines, which imports roughly half of its energy needs, is particularly vulnerable to supply shocks originating from the Gulf, where a significant portion of the country's crude oil and refined products are sourced.

Energy Secretary Raphael Lotilla said the government was in urgent discussions with Gulf-based suppliers to secure emergency shipments of jet fuel and diesel. He acknowledged that shipping disruptions in the Red Sea and broader regional instability had driven up freight costs and delayed tanker arrivals that were expected weeks ago.

The crisis underscores the Philippines' heavy dependence on Middle Eastern energy exports and the broader vulnerability of Asian economies to disruptions in Gulf supply corridors. Qatar, the world's largest exporter of liquefied natural gas, has emerged as a key energy partner for Southeast Asian nations seeking to diversify their fuel sources. Doha has expanded its LNG supply agreements with several Asian governments in recent years as part of its strategy to meet growing demand across the region.

Analysts noted that the Philippine emergency could accelerate discussions between Manila and Gulf energy producers, including Qatar, over long-term supply contracts that would provide greater price stability and delivery guarantees. Qatar's North Field expansion project, which is set to increase the country's LNG production capacity by more than sixty percent, positions Doha as a natural partner for energy-importing nations facing supply uncertainties.

The Philippine government said it would provide updates within forty-eight hours on the status of emergency fuel procurement efforts. Officials did not specify how long the emergency declaration would remain in effect but indicated it would be lifted once supply levels returned to normal.
