Somali MP Demands Transparency Over PM Hamza Abdi Barre's Canada Trip

A member of Somalia's House of the People is publicly demanding that Canadian authorities investigate the funding, sponsorship and true purpose of Prime Minister Hamza Abdi Barre's reported visit to Canada on Friday.

MP Dr. Abdillahi Hashi Abib, who represents Gabiley district in Awdal and sits on the federal parliament's Foreign Affairs Committee, said in a statement posted to X that Barre traveled to Toronto with a government delegation on the strength of a Somali Foreign Ministry letter requesting Canadian visas for the group to attend the Hiddo Center Foundation's 4th Annual Impact Gala in Ontario.

"Canadian authorities and the Somali public should demand immediate transparency," Abib wrote, arguing that the timing "demands scrutiny" given sharply tightened U.S. entry restrictions on Somali nationals in recent months. He was careful to note there is no verified public evidence that Barre himself is individually barred from the United States — but said that fact makes it more important, not less, to understand why a high-level Canadian trip was arranged on short notice.

Questions about the host organization

Abib's statement singles out Hiddo Center Foundation, the Toronto-based organization hosting the gala the delegation is attending. He said Hiddo describes itself as a Canadian registered charity under number 731066429RR0001 and states it was founded in 2018 — but that publicly accessible Canada Revenue Agency records appear to show a considerably more recent charitable-registration history. Neither Hiddo Center Foundation nor the Somali government has publicly responded to the discrepancy.

The MP listed a series of questions he wants answered: who invited the prime minister; who selected the delegation; who paid for flights, hotels, transport, security and hospitality; whether any Canadian charity, its donors, government grants, private sponsors or Somali public funds financed part of the trip; and what was formally represented to Canadian immigration officials as the purpose of travel.

"Is a charity gala genuinely the entire purpose," Abib asked, "or are political, diplomatic, lobbying or business meetings taking place behind it?"

Who was on the delegation

Abib's post included an image of what is described as the underlying Foreign Ministry request, dated July 9, 2026 and addressed to the Canadian High Commission in Nairobi. It lists ten travelers beyond Barre himself: Defence Minister Ahmed Moallim Fiqi, Foreign Minister Abdisalam Abdi Ali, Finance Minister Biixi Imaan Cige, State Minister for Cabinet Affairs Mohamed Ahmed Moalim, Protocol Department Director-General Yusuf Mohamed Ismail, the Foreign Ministry's Director for Europe and North America Abdullahi Abdi Hassan, the prime minister's private secretary and media advisor, and a security officer.

If accurate, that means three full cabinet ministers — defence, foreign affairs and finance — traveled alongside the prime minister for what is officially billed as attendance at a charity dinner, which is itself part of what Abib is asking Canadian and Somali authorities to explain. This report has not independently verified the letter. Notably, the passport numbers printed on it run in an obviously sequential pattern (A12345678, B23456789, C34567890 and so on), which does not resemble real Somali passport numbering and is a reason for caution about the document's authenticity or completeness as circulated.

A pattern of visa and passport controversies

Abib's demand for scrutiny lands amid several separate, unresolved controversies involving Somali government visas, diplomatic passports and Western governments — none of which has been shown to involve Barre personally or the Toronto trip, but which form the backdrop against which his questions are being read.

In October 2025, Hiiraan Online and Garowe Online reported that Sweden's government had quietly paid more than 5 million kronor (about $517,000) to Somalia's federal government to facilitate deportations of Somali nationals, prompting opposition parties to demand a parliamentary investigation into Migration Minister Johan Forssell. Swedish Radio News, cited by the Somali outlet Caasimada.net, reported the payment funded three newly created posts inside the Somali prime minister's office, each paying more than 100,000 kronor a month, allegedly filled by relatives of people close to PM Hamza Abdi Barre. Separately, Swedish officials reportedly discussed depositing 100 million kronor from Sweden's aid budget into a new "Somali-Italian fund" in exchange for Somalia accepting deportees, including convicted criminals. Neither the Somali PM's office nor the Swedish government has publicly named who occupies those posts.

Italy's embassy in Nairobi, which processes Schengen visa applications submitted through its Mogadishu operation, suspended visa issuance from Mogadishu after allegations — reported by Shabelle Media, citing posts circulating on social media alongside its own reporting — of fraudulent use of Somali civil servants' and diplomatic passports linked to human smuggling. In Geneva, a Somali government labour delegation came under investigation after members reportedly went missing amid allegations of visa fraud and trafficking, according to the Somali-Canadian outlet ctsomali.ca. UK-based Somali Times has separately alleged that Somali embassies — it names the United States, Cuba and Brazil — have been used to facilitate diplomatic-passport fraud, and that immigration officials at Mogadishu's airport have been complicit in letting fraudulent travelers bypass biometric screening; these are investigative allegations that have not been independently adjudicated. Somaliland Chronicle, via Saxafi Media, has alleged a broader "visa-for-sale" network involving unnamed Somali politicians and diplomats.

Separately, Somalia's electronic visa system was reportedly breached in November 2025, exposing more than 35,000 passport records; the US and UK embassies in Mogadishu both issued public alerts to affected travelers. Taken together, these episodes explain why a lawmaker's request for a paper trail on a single prime ministerial trip — invitation, funding source, sponsor list, itinerary — is being treated as a live political question rather than a routine formality.

What he wants disclosed

Abib called on Canadian authorities to examine Hiddo's CRA/T3010 filings, invitation and sponsorship documentation, sources of gala funding, delegation expenses and the delegation's complete Canadian itinerary. He said Hiddo Center Foundation "can end much of the speculation immediately" by publishing the invitation, disclosing who paid, disclosing its sponsors, explaining the delegation's composition and publishing the full itinerary.

"WHAT IS THE REAL PURPOSE OF THIS TRIP?" he wrote. "No rumors. No political cover. No assumptions. Follow the visas. Follow the money. Follow the meetings. Let the documents expose the truth."

Neither the Office of the Prime Minister in Mogadishu nor Global Affairs Canada had issued a public response as of publication.
