Iraq, which maintains formal ties with both the United States and Iran, has frequently found itself navigating competing demands from both powers.
Analysts note that the IRGC's move could also serve domestic Iranian purposes, allowing Tehran to demonstrate its capacity for selective economic statecraft without provoking the broader confrontation that an outright closure of the strait would entail. The strait has long functioned as Iran's most potent — if rarely exercised — deterrent card against external pressure.
