According to Kuwaiti officials cited by regional outlets, the incident involved unauthorized personnel allegedly linked to the IRGC who were detected near the uninhabited island, which sits across the Khor Abdullah waterway from Iraq and within sight of Iranian shores. Bubiyan is a designated nature reserve and military-restricted zone, hosting key Kuwaiti naval installations including the Mubarak Al-Kabeer Port project, a multibillion-dollar deepwater facility under construction.
Kuwait's foreign ministry handed the Iranian envoy an official note of protest demanding clarification and stressing that any breach of Kuwaiti sovereignty would not be tolerated. Doha has consistently advocated dialogue with Tehran while emphasizing the inviolability of GCC member states' borders. Qatari officials have not yet commented publicly, but analysts expect the matter to feature in upcoming GCC consultations.
The incident may also complicate quiet Saudi-Iranian normalization efforts mediated in part by China and Oman. Riyadh and Abu Dhabi are expected to express solidarity with Kuwait, while urging restraint. Tehran, for its part, has repeatedly denied any covert operations against Gulf neighbors, framing such allegations as Western-backed attempts to derail regional détente.
