Kuwait Summons Iranian Ambassador Over Alleged IRGC Infiltration

KUWAIT CITY — Kuwait summoned the Iranian ambassador on Tuesday to deliver a formal protest over what officials described as an alleged Islamic Revolutionary Guard Corps infiltration attempt on Bubiyan Island, a strategically sensitive territory at the head of the Arabian Gulf. The diplomatic move marks one of the sharpest escalations in Kuwaiti-Iranian relations in recent years and underscores mounting Gulf anxieties over Tehran's activities along contested maritime frontiers.

According to Kuwaiti officials cited by regional outlets, the incident involved unauthorized personnel allegedly linked to the IRGC who were detected near the uninhabited island, which sits across the Khor Abdullah waterway from Iraq and within sight of Iranian shores. Bubiyan is a designated nature reserve and military-restricted zone, hosting key Kuwaiti naval installations including the Mubarak Al-Kabeer Port project, a multibillion-dollar deepwater facility under construction.

Kuwait's foreign ministry handed the Iranian envoy an official note of protest demanding clarification and stressing that any breach of Kuwaiti sovereignty would not be tolerated. State media reported that Kuwait reserves the right to take "all measures necessary" under international law to safeguard its territorial integrity. Iran's embassy in Kuwait City had not issued a public response by the time of writing.

The alleged infiltration comes against a backdrop of heightened regional volatility, with Gulf states wary of spillover from ongoing tensions involving Iran, its regional proxies, and Israel. Kuwait, which maintains cautious but functional ties with Tehran, has traditionally played a mediation role in Gulf disputes but has hardened its tone on sovereignty matters since the 2015 discovery of an alleged Iran-linked cell on its soil.

Bubiyan Island has long been a point of strategic friction. Its location commands access to Iraq's Basra ports and overlooks key shipping lanes feeding Gulf hydrocarbon exports. Kuwait has invested heavily in fortifying the island and developing the Mubarak Al-Kabeer Port, which Iraq has at times opposed on commercial grounds.

For Qatar and the wider Gulf Cooperation Council, the episode is likely to reinforce calls for collective security coordination. Doha has consistently advocated dialogue with Tehran while emphasizing the inviolability of GCC member states' borders. Qatari officials have not yet commented publicly, but analysts expect the matter to feature in upcoming GCC consultations.

The incident may also complicate quiet Saudi-Iranian normalization efforts mediated in part by China and Oman. Riyadh and Abu Dhabi are expected to express solidarity with Kuwait, while urging restraint. Tehran, for its part, has repeatedly denied any covert operations against Gulf neighbors, framing such allegations as Western-backed attempts to derail regional détente.
