Libya's Major Oil Discovery Declared Commercial as Production Revival Accelerates

Libya's National Oil Corporation has declared the Essar field commercially viable after the B1-106/4 well confirmed an estimated 195 million barrels of oil in the upper and lower Sabil reservoirs, a milestone in the country's push to rebuild its energy sector after more than a decade of conflict-driven disruption. The discovery, made with Austrian energy firm OMV, will be developed by Zueitina Oil Operations Company, with initial output expected at around 5,000 barrels per day. The commercial declaration comes weeks after Libya formally signed exploration agreements in June 2026 under its first licensing round in 18 years. The previous bid round was held in 2007, before the 2011 civil war and the years of instability that followed brought new exploration to a halt and repeatedly forced production shutdowns at fields and export terminals. The 2025 round drew a roster of international majors and national oil companies, including QatarEnergy alongside Repsol, Eni, Turkish Petroleum and Hungary's MOL — a sign of returning investor confidence in Libyan acreage and a direct Gulf stake in the country's recovery. QatarEnergy's participation extends Doha's expanding international upstream portfolio into North Africa's largest crude reserves holder. Libya currently produces roughly 1.4 million barrels per day and is targeting 1.6 million barrels per day in 2026, with a longer-term goal of 2 million barrels per day, a level not sustained since before the 2011 uprising. While Essar's 5,000 barrels per day is modest against those targets, the declaration matters as proof that Libya's exploration pipeline is again converting discoveries into sanctioned, commercially approved developments — the mechanism that stalled for eighteen years. For OPEC member Libya, which remains exempt from the group's production quotas, each new sanctioned project adds barrels that flow directly to market, and the pace of such approvals will determine whether the 2-million-barrel goal is credible. The NOC has framed the licensing round and discoveries like Essar as the foundation of that trajectory, betting that legal certainty for foreign partners will keep capital flowing despite the country's continuing political division between rival administrations in Tripoli and the east.
