Qatar, Indonesia, Pakistan and Türkiye sign 'Badr' defence MoU in Doha

Qatar, Indonesia, Pakistan and Türkiye have signed the 'Badr' multilateral defence memorandum of understanding in Doha, the Turkish defence ministry said.
Dawn reported that the signing took place in Qatar, with ministers of the four countries attending the ceremony. According to Dawn, Pakistan's Defence Minister Khawaja Asif, who was visible in pictures shared by the Turkish ministry, signed on behalf of Pakistan.
What happened?
Dunya News reported that the pact, titled the Badr Memorandum of Understanding, was signed in Qatar on Wednesday, with defence representatives from all four countries at the ceremony.
The Qatar Tribune said the memorandum was signed between the defence ministries of Qatar, Indonesia, Pakistan and Türkiye, the Defense Industrial Production Organization in Pakistan, and the Presidency of Defense Industries under the Turkish Presidency.
Who is involved?
The Qatar Tribune said the ceremony was attended by Deputy Prime Minister and Minister of State for Defense Affairs Sheikh Saud bin Abdulrahman bin Hassan Al Thani, Pakistani Minister of Defense Khawaja Muhammad Asif, and Turkish Minister of Defense Yaşar Güler. Also present, it said, were Indonesian Deputy Minister of Defense for Logistics, Defense Industries, and Technology Affairs Marshal Yusuf Jauhari, and Professor Haluk Görgün.
The outlets describe Görgün differently. The Qatar Tribune called him President of the Turkish Defense Industries Authority (SSB), while Dawn said he heads Türkiye's Secretariat of Defence Industries. Dawn and Dunya News named Güler, Sheikh Saud and Jauhari as the other signatories alongside Asif.
Dawn said Pakistan has ties with the three other countries, with intense diplomatic engagement in recent months, particularly with Qatar and Türkiye. It added that Pakistan's Interior Minister Mohsin Naqvi met his Qatari counterpart in Doha earlier this week, and that Indonesia's naval chief met Pakistan's army chief in Rawalpindi last month.
What does the memorandum cover?
The Qatar Tribune said the memorandum aims to foster cooperation in defense manufacturing, enhance defense capabilities among the four countries, and promote collaboration in technical defense training and research and development. It said the memorandum would leverage each country's capabilities in defense manufacturing to meet the needs of allied and friendly nations.
Dunya News, citing the Turkish defence ministry, said the agreement also covers joint military exercises and cooperation between the countries' defence industries. Dawn quoted the Turkish ministry as saying: “The agreement holds substantial economic importance,”
What have officials said?
Dawn reported that Görgün said in a statement that the accord formed the foundation of a strategic cooperation to develop joint production and technology. He was also quoted as saying: “We believe that the Badr Memorandum of Understanding will contribute to transforming the complementary capabilities of Qatar, Pakistan, Indonesia, and Turkiye into concrete projects,”
24 News HD reported that Asif said Pakistan attached great importance to strengthening defence cooperation with trusted partners. He said the memorandum reflected a shared commitment to contributing to regional peace and stability, and that Pakistan would pursue the cooperation in accordance with relevant international and domestic laws and regulations.
What is not yet known?
Dunya News reported that the Turkish ministry's announcement did not provide specific details of proposed projects, funding commitments or implementation timelines.
Dawn and Dunya News both reported that Pakistan's Foreign Office had yet to comment on the signing at the time of publication.
