TotalEnergies Becomes Operator of Namibia's Giant Mopane Oil Field

TotalEnergies has completed its entry as operator of Namibia's PEL83 license, taking formal control of operations at the Mopane discovery, one of the largest offshore oil finds identified off the Namibian coast in recent years. The French energy major's assumption of operatorship marks a concrete step in translating the Mopane discovery from an exploration success into an active development project, giving TotalEnergies direct authority over the pace, technical design, and partner coordination of work on the license going forward.

PEL83 sits in the Orange Basin, the offshore area along Namibia's southern coast that has drawn sustained international attention since a string of major discoveries beginning in 2022, when TotalEnergies and partners including Shell first confirmed significant hydrocarbon accumulations in the basin. Mopane has since been described by industry analysts as among the standout finds in that wave of exploration, with the potential to place Namibia among Africa's notable oil producers if appraisal drilling confirms commercially recoverable volumes at scale. Operatorship transitions of this kind typically follow a period of exploration drilling and regulatory review, during which the operating company works with the host government and license partners to formalize the legal and technical framework for moving into appraisal and, eventually, development planning.

For the Gulf, the deal underscores how European majors are diversifying their upstream portfolios toward frontier African basins even as Gulf producers, including Qatar, continue expanding their own LNG and oil capacity. Qatar's energy sector, anchored by QatarEnergy's North Field expansion, operates in the same global gas and oil market that new entrants like Namibia's Orange Basin projects will eventually supply, meaning any large new production source factors into the broader supply picture Doha's planners track. No Qatari company holds a stake in PEL83, and the project remains a France-Namibia arrangement at this stage.
