Zelenskyy Seeks Diesel Supplies from Middle East in Exchange for Missile Defense Support

Ukrainian President Volodymyr Zelenskyy said Friday that Kyiv expects Middle Eastern countries to provide diesel fuel supplies in exchange for Ukraine sharing its hard-won expertise in missile and drone defense systems, signaling a new chapter in Kyiv's diplomatic outreach to the Gulf region as the war with Russia grinds past its fourth year.
Speaking during a press appearance, Zelenskyy outlined a proposed arrangement under which Ukraine would offer its advanced air defense knowledge, developed through years of countering Russian missile and drone barrages, to energy-rich Middle Eastern nations that have largely maintained neutrality in the conflict. In return, Kyiv seeks reliable diesel supplies to sustain its military operations and civilian infrastructure through what is expected to be another punishing year of fighting.
The proposal underscores Ukraine's growing need to diversify its energy supply chains after repeated Russian strikes on power plants, fuel depots, and critical infrastructure have left the country facing chronic shortages. Diesel is essential not only for military vehicles and logistics but also for generators that keep hospitals, water systems, and heating networks operational during prolonged blackouts.
For Gulf states, the offer presents a compelling proposition. Countries across the Middle East have invested heavily in air defense systems, primarily sourcing technology from the United States, Russia, and European manufacturers. Ukraine's battlefield-tested experience in intercepting cruise missiles, ballistic missiles, and Iranian-made Shahed drones offers a unique and practical body of knowledge that no other country can currently match.
Qatar, which has pursued an active mediating role in multiple international conflicts and maintained open diplomatic channels with both Kyiv and Moscow, could emerge as a key interlocutor in any such arrangement. Doha has consistently advocated for dialogue and humanitarian support since the outbreak of the war in February 2022, and has facilitated prisoner exchanges and grain shipment negotiations. A diesel-for-defense-expertise framework could align with Qatar's broader strategy of leveraging its energy wealth to build strategic partnerships while reinforcing its standing as a constructive actor on the global stage.
The proposal also comes at a time when Gulf nations are recalibrating their security postures amid persistent regional threats, including from non-state actors equipped with drones and missiles. The Houthi campaign of attacks on Red Sea shipping and the broader instability across the Middle East have heightened demand for layered air defense capabilities.
Western allies have so far been Ukraine's primary source of both military and energy support, but mounting fiscal pressures in Europe and political uncertainty in the United States have pushed Zelenskyy to broaden his coalition. His outreach to the Middle East reflects a pragmatic calculation that energy-rich states possess both the resources Ukraine needs and the strategic incentive to acquire what Ukraine can offer.
Neither Qatari nor other Gulf officials have publicly responded to Zelenskyy's remarks as of Friday evening.

قال الرئيس الأوكراني فولوديمير زيلينسكي يوم الجمعة إن كييف تتوقع من دول الشرق الأوسط تقديم إمدادات من وقود الديزل مقابل مشاركة أوكرانيا خبراتها المتراكمة في مجال الدفاع الصاروخي والجوي، في إشارة إلى فصل جديد من التواصل الدبلوماسي الأوكراني مع منطقة الخليج مع استمرار الحرب مع روسيا في عامها الرابع.

ويكشف هذا المقترح عن حاجة أوكرانيا المتزايدة لتنويع سلاسل إمداد الطاقة بعد أن أدت الضربات الروسية المتكررة على محطات الكهرباء ومستودعات الوقود والبنية التحتية الحيوية إلى نقص مزمن في الإمدادات. ويُعدّ الديزل ضرورياً ليس فقط للمركبات العسكرية والإمداد اللوجستي، بل أيضاً للمولدات الكهربائية التي تُبقي المستشفيات وشبكات المياه والتدفئة عاملة خلال فترات انقطاع التيار الكهربائي المطوّلة.
