India's FM Sitharaman to Visit Qatar for Investment Treaty Talks

Indian Finance Minister Nirmala Sitharaman is set to visit Qatar for talks centred on a bilateral investment treaty, according to Moneycontrol, with the aim of deepening economic ties and drawing more Qatari capital into India. The report did not set out a full schedule, and details of the agenda beyond the treaty had not been confirmed at the time of writing.

A bilateral investment treaty sets the legal terms under which investors from one country operate in the other, covering protections, dispute resolution and the treatment of capital. Talks on such a framework signal that both governments want to give Qatari institutional investors greater legal certainty as they consider larger commitments in India.

The visit follows a marked upgrade in relations. During the Amir, Sheikh Tamim bin Hamad Al Thani's, state visit to New Delhi in February 2025, Qatar and India agreed to elevate their relationship to a strategic partnership. Qatar indicated it would look to invest around $10 billion in India over the coming years, and the two sides set a goal of doubling bilateral trade to roughly $28 billion within five years, up from about $14 billion.

Energy remains the backbone of the relationship. Qatar is one of India's largest suppliers of liquefied natural gas, and in 2024 Petronet LNG and QatarEnergy agreed to extend their long-term supply arrangement to 2048. Large Indian communities in Qatar, which include hundreds of thousands of workers and professionals, add a strong people-to-people dimension.

A concluded investment treaty would give the Qatar Investment Authority and other Qatari investors a firmer footing to expand in Indian infrastructure, energy and other sectors, and would fit Doha's wider push to diversify its overseas investments in Asia.
