Israel Gets Its First Ambassador in Hargeisa, Cementing Its Recognition of Somaliland

Israel's first ambassador to Somaliland, Michael Lotem, has presented his credentials to President Abdirahman Mohamed Abdullahi at the presidential palace in Hargeisa, and officials have laid the cornerstone of an Israeli embassy, Israel's Foreign Ministry announced on 1 November 2026. The ceremony took place the previous week. Somaliland officials called it the first time its president has received credentials from an ambassador of a UN member state recognising its independence.

The step completes a sequence that began on 26 December 2025, when Israel became the first country to formally recognise Somaliland. Somaliland opened an embassy in Jerusalem in June 2026, and Israeli Defence Minister Israel Katz said during that visit that the two sides had cooperated on security matters for years and wanted to expand ties. No other UN member has recognised Somaliland.

Somalia's federal government in Mogadishu calls the recognition unlawful, and President Hassan Sheikh Mohamud told Sky News this week that "Israel wants the Red Sea." The harder question is what Mogadishu can do about it.

Why the Red Sea matters

Somaliland sits on the southern shore of the Gulf of Aden, at the approach to the Bab el-Mandeb strait that links the Red Sea to the Indian Ocean. Mohamud's remark that Israel wants the Red Sea reflects that geography. Somaliland officials have neither ruled out nor confirmed an Israeli military presence, and the UAE has had a facility at Berbera since 2017.

The Gulf is not united on this

For Gulf readers, the divisions among Gulf states matter as much as the Israel-Turkey contest. Qatar joined 21 Arab, Islamic and African states in a joint statement rejecting Israel's recognition. The UAE, which has had a military facility at Berbera since a 2017 agreement, did not sign the Arab League-OIC statement, according to the Arab Center Washington DC, though it issued a separate statement with the African Union backing Somalia's territorial integrity. On 12 January 2026 Somalia's cabinet cancelled all agreements with the UAE, including port and security deals, and Mogadishu has accused Abu Dhabi of influencing Israel's decision. The UAE has not endorsed that accusation.

What to watch

  • Whether Israel's embassy and any security presence in Somaliland materialise.
  • Whether any second state follows Israel in recognising Somaliland.
  • Whether the Gulf states align on a common response.

Israel now has an ambassador in Hargeisa and an embassy cornerstone. Ten months after recognising Somaliland, it is the only state to have done so.
